Manchester City is facing the possibility of being expelled from the Premier League, as indicated in a 52-page report that outlines the reasons behind Nottingham Forest’s deduction of four points for breaching Financial Fair Play (FFP) rules. The Premier League officially confirmed Forest’s sanction on Monday, causing them to drop from 17th to 18th in the standings, just one point away from the safety zone.

According to the report, Forest exceeded the permissible losses of £61 million ($77.6m) as a promoted club in the 2022-23 season by £34,536,000 over a three-year period. Everton also faced penalties for breaching profit and sustainability rules in November, with their initial 10-point deduction reduced to six after an appeal.

The sanctions imposed on Forest and Everton have raised concerns about the potential penalties that Manchester City and Chelsea may face for their alleged breaches of FFP rules. Manchester City is currently contesting 115 charges brought by the Premier League, with an independent commission scheduled to hear the case in the autumn. Chelsea is also awaiting charges related to financial misconduct, particularly concerning payments made to agents during Roman Abramovich’s ownership.

If found guilty, Manchester City and Chelsea could face severe consequences, potentially leading to expulsion from the Premier League. The 52-page report highlighting Forest’s violations suggests that unlimited sanctions, including expulsion, are available in such cases. Sports law specialist Robert Glancy KC, along with Mark Hovell and Steve Holt, emphasized the possibility of expulsion as a severe but appropriate sanction for major breaches of FFP rules.

The outcome of these cases will ultimately determine the fate of the clubs involved, with potential repercussions extending far beyond the current penalties imposed. The threat of expulsion serves as a stark reminder of the importance of adhering to financial regulations in football.
