Despite his high wages of £150,000 per week, City should be looking to offload Phillips permanently this summer. If Fulham and Everton propose loan moves for Phillips, City should ensure that an obligation to buy clause is inserted into any agreement in order to secure a permanent transfer in the future.
City have already started their transfer activity this summer by signing Savinho from Troyes, but they are also expected to sell a few first-team players.
